A Ring rebalancing attempt was started and failed to complete successfully. A message was sent to a BPE to begin rebalancing and that message was not returned as expected after multiple retries. It is possible that the ring is not functional.
If the user notices that traffic flow is impaired, the ring may have to be restarted. In that case,the user should disable both native ports connected to the ring and then re-enable them.
